World War 2 and crime

My friend Ngarimu lost his bike with special features. When I was 13, my girl friend's bike parked in the school bicyle park was stolen.
Why do people steal? For the kick? for the money?  My Grand dad said during the World War 2 aka the Japanese War, people didn't steal because the strict Japanese would chop off a thief's hand.
